hang with rebuild #628

What steps will reproduce the problem?
1.play a game with the rebuild card in it, preferably with only the basic 
victory cards.
2.buy all estates and duchies.
3.play a rebuild and select province. If the card that gets selected is an 
estate then you will be forced to select a victory card costing up to 5, but 
you can not because there are none. The game is hung.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?android. 

Please provide any additional information below.
