Thanks @danieleperilli - The visual is allowed in the list of organisational visuals which, after looking into this seems to bypasses this setting anyway.
I am not sure, please check the settings as described in the docs.

Current Behavior
After converting bullet charts to version v2.3.0.0 in Power BI desktop and publishing to the service. All the charts appear and work correctly within the report. The same can be said for when I pin the bullet charts to a dashboard within the same workspace.
However, after publishing the dashboard to the app for that workspace, the visuals do not load and instead display the following error message: "This visual is no longer available. Please contact your administrator for details.".
When I navigate back to the apps workspace and open the dashboard, the visuals load there. I then go back to the app and the visuals appear to load without the error message.
This workaround is fine for me as an admin of the workspace, however, the app users do not have workspace access so this will not work for them.
