Unite the talk.olab.io and olab.io headers #20

I'd like to figure out how to make the transition from the talk site to the main site more easily. Right now there are some differences. I think I like how it is done here http://discourse.ubuntu.com/

But I'm not convinced we need that extra bar at the top. Ideas?
