Php get Parameter #266

Hi, my english isn't very well. 
But i hope you will understand my problem.

I want du send Parameters by GET method in php.
For example "index.php/#samples?c=1" but it doesn't work.
I tried also "index.php?c=1#samples" ist doesn't work.

Does somebody has any sugestion for me to fix this problem?
