ideally make it optional, but the fact that discord sat on their asses for 4 5 years on this feature shouldn't be our problem

partially completed in afdc4c2 by using embeds, but thumbnails and video resolution are currently not possible to obtain without ffmpeg-static. also doesn't work in 2018 yet, reason unknown.
