expensive master farmer herb seeds should be reduced if under 71 farming like it does on osrs 9166F2D5-08B4-4690-AA3F-5E6E274F8550

Would halving the drop rate of Ranarr, Snapdragon and Torstol seeds below 71 farming suffice?

Some notes for this, the scaling/drop rates in game aren't actually known. The only like numerical info on the wiki is that level 71 number, so anything we do on OSB to try and replicate it would be inaccurate to however it works in game.
