Add a handler that generate fake news related to #thefoobar

This PR is a work in progress and require feedback for further work. In particular:

• Should a fake HTML webpage be created for the fake news? If so, where to host the webpage?
• Should we take random topic from current news sources and modify them with !speak somehow?

I have set a very high limit for testing purposes; I will change the limit to a more sane value once the PR is ready to be merged.

Current features:

• Generate random news article "titles" (they are mostly gibberish)
• Generate random news article "titles" based on a nick

Tests will be added once the features are more nailed down.

TODO:

• Delete temp file after news is printed
