Floating time line header for the chart #58

What is the expected output?
As I scroll DOWN the browser to look at all my chart details, the "HEADER"
at the top that shows the month or quarter or week etc etc "does not stay,
or float" at the top of the display. So a user cannot discern the time
periods involved if they have a big project with lots of steps without
scrolling to the top and looking at the column, or refer to the start
dates. Both are cumbersome methods. I know that JavaScript can create
a "floating" component that stays in a relative position on a page while
other content moves up or down - but I dont know how to incorporate that
change into this code.

Are there any specific API changes you would like to see?

Please provide any additional information below.
