It would be nice to be able to use your the library with pure/nothrow/@safe/@nogc where possible.

Hello. Unfortunately, I don't work on the library anymore. But, if someone will make a PR, I'll add it. There is another package, fastjwt, it doesn't use GC. You can give it a try.
