Give default values for ref scan no. and no. of ref scans to use #127

Session Window (Edit Conditions frame) and command-line condition info input: 
currently, no default values are given for (i) reference scan no. and (ii) no. 
of ref. scans to use; this info is required for each input condition and is a 
pain to input.  Matlab gives default values of 0 and 1, respectively.  We 
should offer default values, as well, since users won’t generally know what 
to do with this field.

Fixed and tested.  See r1477.  

Perhaps we will want to improve look of NPAIRS Block Edit Conditions frame 
sometime (now there is a big blank white space on right side of frame).
