CheckEnv should check more #17

CheckEnv should check all things necessary to make sure the PKI is operational:

needed directories
CA key, conf, cert and crl
what else?

To make sure --status is returning pertinent. And so lowering checks that are to be done elsewhere: CheckEnv could concentrate all tests to make sure component for other functions are ok/present.

Closing as seems ok. If some more checks make sens on the way, will have to be done.
