Add "Only fold functions and globals" support #39

In TESH options, checkbox "Only fold functions and globals" doesn't work. It 
still folds libraries and structs even if it's checked...

I think folding libraries should be disabled by default, because it's quite 
natural to have one trigger for one library. No need to fold it apparently? :P

I feel like you didnt understand the request...

TESH folds libraries. It's not convenient at all, because usually libraries 
have a lot of functions inside, and you want to fold the functions, but not the 
library itself.

In TESH options, there is the said checkbox "Only fold functions and globals", 
which is supposed to do this, but it doesn't do anything at all. It simply 
doesn't work O.o

So I'm just asking to make this checkbox work somehow, so that it stops folding 
libraries, or disable folding libraries by default. (I can't see any use of it.)

I'm really not sure if this functionality is necessary. Won't be implemented 
for now.
