Fix non t00z runs #28

Runs other than the t00z fail at ungrib.exe, it appears to mis some data. Logs should be added ASAP.

geogrid runs fine
ungrib doesn't show any errors
metgrid complains about not finding FILE:2017-03-20_00

Progress:

all binaries run fine, the simulation finishes
some plots work, but not:
- time series
- PFDs

The images appear to be named based relative to the starting time of the WRF output. This means that 06:00 will be named as if it was 00:00 in a t06z run. I wonder if this is desired behavior? If we decide to change this, perhaps the website should be changed too?
