Amend Article 2 Section 3 #15

It says

As the definition, function, and communication pathways of the Specialized Representatives are to be discovered during the first year of this document’s existence (2015-2016 school year), Article 2, Section 3 must be amended before the Spring Elections of 2016.

We never did this, but we should do it soon. Or just remove this clause.
