Codify Committee Appoinment Process #51

The current description of the committee appointment process (in Article 1, Section 15) does not promote adequate guidance for the members of CORe to decide how to fairly evaluate candidates and it does not provide the student body with clear insight into the process. We've been using additional guidelines in our processes, and it's time to codify them.
