BA-1920-001 Move honor board chair/vice chair voting to spring instead of fall #54

This PR changes when the voting for the honor board chair and vice chair are in the cadence of election cycles. The reason to do this is because much of the work of the honor board chair happens in the fall and summer (contacting new students, holding a town hall within the first month, etc.) and it makes sense to not also have a leadership transition during this time.
