What is the rationale for this? Were the funding guidelines too limiting? How will it be decided how funds are allocated?
As we were drafting the By-Laws last spring, we considered defining what money from the Student Activities Fund could never be spent on. We considered two prohibitions:
"The Student Activities Fund may never be used to purchase alcohol or fund passionate pursuits."
At the May 1st meeting at which the By-Laws were adopted, many believed that there were responsible and legitimate uses for alcohol, so we decided to table the discussion on funding guidelines until this fall.
This amendment is required because we would be in violation of the By-Laws if we don't do something about this section. After consulting with Logan Sweet, our VP for Finance, I am proposing to eliminate this section altogether and not specify guidelines because I believe that the SAF is being spent responsibly and that no SAF-level guidelines are necessary at this time.
Also, guidelines/limits for clubs are already specified in the By-Laws governing CCO here: https://github.com/olin/studentgovernment/blob/master/student_government_bylaws.md#section-8-spending-limits-and-rules.
If you'd like to discuss this further, feel free to come to the Student Government meeting this Friday at 3:30 in MH273.
BA-1516-005: An amendment to strike from the By-Laws Article 9 Section 3 requiring the creation of Funding Guidelines in Fall 2015.
