Constitution : Make description of the by-laws more flexible #69

The current definition of the by-laws suggests that they only cover the meeting frequency and funding procedures of each of the branches of the Student Government, which does not accurately reflect the nature of the document because it also covers things like election procedures, committee appointment procedures, and the core functionalities of each of the Committees outside of the leadership role. This section should be generalized to let the By-Laws be the flexible document they ought to be.
