Switch from npm to yarn #309

For consistency with abe-web. Also, because yarn is better :-).

I'm going ahead and merging this and we can review it after the fact. It turned out I accidentally committed a yarn.lock in the previous PR. Since it was out of date, that caused the Heroku staging build to fail. Instead of removing it in a fix to that and then adding it back here, it's less churn just to merge this PR, which contains an up-to-date yarn.lock.
