[UI] Curve Editor's vertical scroll bar cannot scale (as like as horiz. does) #2256

Summary

... no "handles" to extend or shrink vertical scroll bar for in/out zoom. Consequently seperate vertical zoom impossible.

Guessing

Easy fix? Wrong/old scroll bar class?
