feat: Windows control panel plugin #1100

Ported the control panel plugin to ueli v9.

One issue of ueli 9 now becomes visible: When the description is quite long, the name is no longer fully visible as it shrinks. I think, the description should shrink instead.

Thank you for taking the time to completely rewrite ueli! I'm happy to contribute to version 9, it already looks really promising :)

I'll be on vacation next week, so if you find more during review, either change it directly or I'll do it after.
