[Bug] v9: Rescan is performed even if disabled #1106

Describe the bug Even if automatic rescan is disabled in settings, ueli rescans nevertheless.

To Reproduce Steps to reproduce the behavior:

  1. Disable automatic rescan in settings
  2. Wait until configured rescan interval is due
  3. Go to debug
  4. Automatic rescan triggered entries appear

Expected behavior No automatic rescanning should be done of disabled.
