PermissonsEx maven repo down #147

Hello,

it appears http://repo.tehkode.ru/ and the associated mvn repo are down, breaking the build for HawkEye. I have no idea what the right way to do this would be other than use another repo that provides PermissionsEx dependencies, but I can't think of any.

I will remark my "workaround" for this is that I temporarily removed PermissionsEx support from my build of the plugin (as I do not use it) but this is not really a fix.
