Does not work as UG specified -keyword, phrase #12

As stated in the screenshot below in the UG, the expected behaviour is for QAndAs with either or both search terms to be listed.

Reason for disagreement: Agree that both or either questions are returned is the correct behaviour. The bug report meant that although the format was find q/PHRASE KEYWORD, typing find q/KEYWORD, PHRASE did not result in a invalid command format error since it deviates from the required command format specified in the UG
