Same question but different answer would still be detected as a duplicate. This is because it does not make sense for the users to have different answers for the same question as this can cause confusion as to which is the correct answer.

Reason for disagreement: How questions and answers are treated as duplicates is clearly subjective and should have been specified. Since it was not at all mentioned, and I expected questions and answers to allow same questions but different answers, it I can claim that the (behaviour is not specified and) deviates from normal expectations.
