Timeline doesn't work-help!

What steps will reproduce the problem?
1. Timeline isn't showing up just the outside border
2.

What is the expected output? What do you see instead? Outside border of 
the timeline.  No bands are showing up.

What version of the product are you using? On what browser and what
operating system?
I'm copying the code right from the website and adapting it to us.  
Windows XP

Please provide any additional information below.
I've attached my code and xml file.  Why isn't it working?
