This started somewhere between 0.12 and 0.15, I think. Regardless of whether the "Allow POV" box is ticked for a character or not, the POV dropdown menu for texts now lists all characters in the entire project. This happens both on my Windows and my Linux machine, with versions 0.15 and 0.13.1 alike.
