CompatHelper: bump compat for InteractiveBrokers in [weakdeps] to 0.27, (keep existing compat) #38

This pull request changes the compat entry for the InteractiveBrokers package from 0.23, 0.24 to 0.23, 0.24, 0.27. This keeps the compat entries for earlier versions.
