Just running cabal build is not enough. A user should run cabal update and cabal configure too.

Yes, you are right, thanks a lot. I have actually updated the instructions but forgot to push to github. I'll do that shortly.

Thanks a lot, this is now fixed in b243027a09d993b207c340633cfebd87ade787dd, with integration with stack instead.
