Related to: https://github.com/olliw42/mLRS/issues/139 Tested on R9 MX, Lua now reports expected value.

Previously, one would get a 'free' 4 dBm on power levels < 15 dBm.

fantastic did you also had a chance to test using a power meter? one should get more power now, right?

Looks close enough for me.

I actually don't think there was less power before in fact I think there was more (and additionally the Lua did report the wrong value).

For example, when requesting 10 dBm previously :
power_sx = 10 + 2 = 12
Pout = 17 - (15 - 12) = 17 - 3 = 14 dBm (here's the 'free' 4dBm I refer to, ask for 10 and get 14)

When asking for 17 one would also get 17 dBm but the Lua would report 13.
