DeclineForts step not running at correct point in operating round #106

If a minor with fort tokens is exchanged for a share when a major company grows up, the decline fort tokens step should be invoked after the decline tokens and decline trains steps. But this isn't happening – it runs at the start of the next company's operating turn.

Nope, it was the step not being active. Fixed in commit 8d20525d6.
