Automatically pass in major auction if player does not own any minors #113

A player with no minor companies is still being given a turn in major auction rounds. They cannot do anything other than pass, so their turn should be skipped.

Also automatically pass if the current player is leading the auction on all available major companies.

Also fix #115, pass if all of the majors have already been started.
