upgrade packages and fix small bug in ParticlesLayer #11

Updated everything that won't break
added keyword "true" to custom="true", which was given warnings in ParticlesLayer.js.

There are a few non-backward-compatible changes going from:

react 17->18 changed the render (https://reactjs.org/blog/2022/03/08/react-18-upgrade-guide.html)
openlayers 6 (https://github.com/openlayers/openlayers/blob/main/changelog/upgrade-notes.md)
bootstrap 4 -> 5 (which goes with react-bootstrap 1.6->2.0) which seems to be affecting mostly the alignment of the menu..

Works fine in Windows with the latest changes, so I believe we can close #9.
