add Marble board target #37

Marble is a dual FMC FPGA carrier board developed for general purpose use in particle accelerator electronics instrumentation. It is currently under development and the base platform for two accelerator projects at DOE: ALS-U (the Advanced Light Source Upgrade at LBNL and the LCLS-II HE (the Linac Coherent Light Source II High Energy upgrade).

It features a Kintex7 FPGA which can run at least 481 SERV cores at 100 MHz.

Update: 500 cores at 100 MHz works on hardware (but doesn't pass timing analysis)

Thank you for this and my apologies for the late reply. I completely missed this for some reason. Code looks fine to me. Is it ready to be merged?

No problemo. Yep, it's ready to be merged. Tested on hardware and works great.
