"Select" SFX are doubled when using mouse in campaign selector #543

It seems like there is one event when highlighting an entry, and another as the entry is actually selected and the stats below are updated - and both events trigger the S_UI_MOVE sound effect.

Obvious side effect of rebuilding the menu, and the using select() to restore the selection.
