define protocol for DRBD per VM / resource #868

What software version are you running? Please provide the output of "gnt-
cluster --version", "gnt-cluster version", and "hspace --version".

What distribution are you using?
root@node2 ~ # gnt-cluster --version

root@node2 ~ # gnt-cluster version

root@node2 ~ # dpkg -l ganeti
ganeti    2.10.5-1~bpo70+1

What steps will reproduce the problem?
1. root@node2 ~ # gnt-cluster info | grep protocol -B 14
  drbd: 
[...]
    protocol: C
2. gnt-instance info ns2 | grep protocol 

What is the expected output? What do you see instead?
< DRBD Protocol is only configurable for the entire cluster
> it would be great if DRBD Protocol could be configurable by VM or disk
