Create TransactionsManagerMock

Description

This PR adds the necessary files and modifications to create a mock implementation of the TransactionsManager that conforms to the TransactionsManagerProtocol.

Summary

Created a "Mocks" folder within the "CashBudTests" folder.
Created a "Managers" folder within the "Mocks" folder.
Created the "TransactionsManagerMock" file within the "Managers" folder.
Implemented the necessary functions in the "TransactionsManagerMock" file to conform to the TransactionsManagerProtocol.
Added the necessary references for the created folders and files in the CashBud.xcodeproj/project.pbxproj file.

Fixes #12.
