Add unit tests to TransactionsManagerTest.swift

Description

This PR adds unit tests to the TransactionsManagerTest.swift file in the CashBud project. The unit tests cover different scenarios, such as creating a transaction, updating a transaction, and deleting a transaction. The LocalPersistenceServiceMock is used to avoid dependencies during testing.

Summary of Changes

• Added LocalPersistenceServiceMock.swift file to provide a mock implementation of the LocalPersistenceService class.
• Modified TransactionsManagerTest.swift to include unit tests for the TransactionsManager.
• Modified CashBud.xcodeproj/project.pbxproj to include the LocalPersistenceServiceMock.swift file.
• Updated README.md to include a description of the added unit tests.
