Public Holiday won't send mail to admin in time sheet #4

1.25th dec 2012 was christmas holiday, ur script put absent n reminder mail n 
report not entered mail.
2.Public holiday db date n ur script current date not matching.
3.Ur takin current date using Utilities.format date n ur script get from db 
toString().So,the date not matching.

changed date format in time sheet report mail,and absent mail.
report mail_admin scriptname:report mail_admin
report mail_user scriptname:report mail_user
report mail absent scriptname:report mail absent;

For absent admin mail, the trigger ll check if that day ll public holiday or 
not.

no mail for public holidays.
