Windows avoid the "file size might be greater than 10 MB warning"

What steps will reproduce the problem?
1. Install out of the box in windoze
2. about one in 3 image uploads will "randomly" err with the message the
file might be too large [when it isn't]

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
SVN TRUNK.

Please provide any additional information below.
Appears to be a somewhat well known windows and attachment fu bug.  I've
emailed the mini magick author [and he said he'd roll a patch with the next
version].  Until then here's a patch for it.
