But action 18 seems to only consider rank-and-file staff, and action 19 only the acquisition folks.
SES and OCIO/OCTO/CISO staff may need deep and continuing re-skilling to effectively use the cloud to realize the benefits of new security models, lean product management, agile development and DevOps/continuous delivery. But none of the current actions seem to address that, and there should be action to implement that.
