Dear Ms. Kent: Intel has been a key driver in the development and adoption of cloud technologies in government and industry and a partner to US Federal CIOs in their cloud strategy development. Because Intel has worked for decades with most of the Federal agencies, as well as agnostically with the major OEMs, cloud service providers, ISVs, and even many of the SIs Intel brings unique insight from across the Federal ecosystem regarding cloud strategy needs and capabilities. In my current role leading Intels Enterprise & Government Digital Transformation business within the Data Center group I make quarterly visits to DC where I meet with agency CIOs to understand their digital transformation journeys and challenges. In these meetings, I frequently hear from Agency CIOs that they want a hybrid or multi cloud strategy to best support their agencys mission while balancing data security. However, they have shared that the current FITARA scorecard has limited their ability to adopt a hybrid or multi-cloud strategy because it measures data center modernization by number of data centers closed which leaves them with public cloud as their only option. Most Federal CIOs (as well as private sector CIOs) acknowledge, and Intel agrees, that some workloads belong in the public cloud, and that some are better in on premise or private clouds as determined by individual mission and security factors. Prior to my current role at Intel, I served for 26 years in the US Federal Government in technology roles, which included two CIO roles, US Marshals and Counter Intelligence within Department of Defense all during the first Cloud First directive from OMB. My Federal CIO colleagues and I knew that the future was cloud, the path for Agency CIOs to arrive at that Cloud First future is both clearer and more nuanced today. As a former Federal CIO, and a current leader in technology serving CIOs around the globe, I believe that everyone wins when CIOs are empowered to make the right decisions for their mission and enterprise. Thank you for your leadership of the Federal Smart Cloud Strategy, and for seeking input from the private sector and the Federal agencies who will implement that strategy. Intel has responded to the RFI with a number of documents (attached) summarizing what were seeing with respect to cloud across the ecosystem and would welcome the opportunity to provide OMB with an overview of and advise the federal government on multi-hybrid cloud strategy and architecture.
