I recommend that the current descriptions of the three Cloud layers need to be enhanced to provide better understanding for Cloud users of the differences among the layers.
I recommend that the guidance be revised to encourage that most Federal agencies use Software as a Service to acquire Cloud service. I suggest there is significant risk for most agencies to attempt to use the other two layers. I also recommend that user guidance for acquiring Software as a Service be strengthened accordingly.
(Re-) Modernization and Maturity.
Overall, this is well-stated. I recommend that it be modified to include reference to Federal Acquisition Regulation Part 7, Acquisition Planning including Paragraph 7.105, Contents of written Acquisition Plans. I also recommend that Acquisition Plans be scaled to the size and complexity of individual requirements.
