This is a very tangible and impressive demonstration of the Federal Government's commitment to modernize the strata of legacy systems embedded in the Agencies.

[1] A strong connection between the function of cloud based computing solutions and the overarching PMA goal of improving CX across the Government could be made. It is not enough that CIO's and FedIT leadership continue to make strides in modernization without aligning with the concurrent vision to improve CX. We should continue to strive towards shutting down legacy systems, with a clear impetus to the outcome of the end user. Moving to the cloud in a smart way, could mean aligning the ties of success to CX metrics.

[2] The Federal Govt. should consider re-skilling towards management, systems analysis, systems integration, product management, and business analysis over concrete computing skills. This is because industry will always be able to be more agile in leading tech stacks and implementation skills. The soft/functional skills already possessed by the Federal workforce could be sharpened by becoming integrative thinkers, rather than technical, since technical education is more difficult to acquire and fast moving. Systems integration is a skill that is lacking in industry because it is a role that can be more strongly held by Government (i.e. stronger visibility, access, and motivation to integrate.)
