Adding new design issue for the Tiling API for Bio-Formats 5.3

Initial document contains scoping of current scenarios and limitations for Bio-Formats 5.2

Merging this as per the initial proposal. We might want to add a link to the implementation/documentation and potentially re-use this for expanding on the case of full image tiles.
