Update aircompressor to 0.21 #23

I could locally reproduce exceptions from the test failures in https://github.com/ome/bioformats/pull/3815#issuecomment-1296805754, using just showinf. This change fixes the problem locally, so hopefully causes the tests to pass again.

Looks like this was sufficient to have all the repository tests passing with OpenJDK 17 - see https://merge-ci.openmicroscopy.org/jenkins/job/BIOFORMATS-test-repo/1317/ 🎉

Once confirmed Im happy to do a release of the codecs component and we can get the BF PR bumped and ready for review next week hopefully.
