Adds pip upgrade line before pip installations.

Looks good. Is there a rationale for it other than getting the latest pip? Currently building in https://hub.docker.com/r/snoopycrimecop/ome-files-cpp-u1604/builds/b8binnfcmz2fd5dthnyvyft/

It's just to avoid failures in case dependent builds end up needing the latest version for their additional installations
