Pyramidal OME-TIFF specification addition #98

As we are converging towards a release of Bio-Formats 6, this PR proposes the set of changes to the OME-TIFF specification page to formalize the file format extension allowing to support pyramidal levels as proposed in https://openmicroscopy.github.io/design/OME005/.

Summary of changes:

reference to RFC 2119 and the Adobe TIFF specification
definition of pyramidal terms and the scope of the pyramidal support in OME-TIFF
definition of the storage of pyramidal levels using subIFDs

@melissalinkert @rleigh-codelibre thanks for the first round of feedback. I think I have addressed most of the raised points except for for the discussion about the NewSubFileType tag for full-resolution planes - see https://github.com/ome/ome-model/pull/98#discussion_r249960911.

Merging and tagging so that we have a URL with a first version of the extended OME-TIFF specification.

The discussion on NewSubFileType page bit expectations initiated in https://github.com/ome/ome-model/pull/98#discussion_r249734693 still requires clarification and agreement. However, I do not think we want to block the update on it given this item is not an absolute requirement of the specification but at best a recommendation.
