Supersedes #29

overrides the py37 tox configuration to skip pre-commit as the dependencies start requiring Python 3.8+ - see also https://github.com/ome/omero-web/pull/419
adds Python 3.10 to the testing matrix and use the new Ubuntu 20.04 wheels
