Remove duplicate mypy #56

There are no tests, and setup.py is easily fixed.

I'm fairly certain this will become annoying as soon as tests are added, which will hopefully be soon. Can you leave the two blocks and just place excludes to match your assumption (i.e. if we're happy to be forced to markup defs in setup.py, then it can go in the second exclude)?
